To make every village citizen of the country experience living and not to be deprived of urban facilities, a scheme was called by the Modi government to try to change the picture of villages. Yes, a new scheme has been started by the Central Government.
Named after Indian Jana Sangh producer Dr. Shyama Prasad Mukherjee. Shyama Prasad is known for his many sacrifices. At present, we talk about Shyama Prasad Mukherjee’s Rurban Mission Plan. The purpose of which to implement is to provide the city-like facilities in the village. In addition, it is important to know why the plan is important.

To provide facilities like cities in the villages, the Cabinet approved the program of Rs 52,000 crore, Shyama Prasad Mukherjee RURBAN Mission (SPMRM). Addressing the press conference on the cabinet meeting, Commerce and Information and Communication Minister Ravi Shankar Prasad said, “Within the next three years 300 districts will be developed for which the cabinet has approved the RURBAN mission. An amount of Rs. 5,142 crore will be allocated under this mission.
The Main Objectives:
- The purpose of this mission is to transform the villages into smart villages, providing employment to the people locally, stop migrating to the metros and to accelerate economic development in the rural areas.

- Under this scheme, the State Government will identify the clusters according to the framework by the Ministry of Rural Development.
Benefits:
- Villagers will get better health services with electricity, water, roads, education
- Under this mission, there will be special mechanism for the rural areas.
- In the first phase, 100 cluster of villages will be taken.
- In each cluster 25 to 50 villages can be included.
- According to the determined, population of 50 thousand people in the cluster of plain areas and population of 15 thousand in hill and seaside areas included.
- In the first phase, all states have had at least one cluster.
- Clusters will be built according to the population in large states.
- These clusters will have many facilities along with economic activities, skill development and local entrepreneurship so that smart villages can become a cluster.
- 300 rural clusters will be made to eradicate rural-urban differences across the country by 2019-20
- A cluster will have a population of 25-50 thousand people.
- In this mission, panchayat level plans will be utilized.
- The State Government will prepare the list of villages joining the cluster on the basis of the prescribed standard.

What is RURban and what is the justification for the mission?
According to India’s census data, India’s rural population is 833 million, which is around 68 percent of the total population. Apart from this, during the period 2001-2011, there has been an increase of 12% in the rural population and during the same period, the total number of villages increased by 2279. The vast land of rural areas in the country is not a part of the settlement, but it is a part of settlements clusters, which are located near each other.
These clusters with the potential of development have their own economic importance and due to them they also get local and competitive advantage. Therefore, after developing these concrete strategies for such clusters, they can be categorized as ‘Rurban’.
Therefore, keeping this in mind, the Government of India, Shyama Prasad Mukherjee, the mission of Rurban Mission, is to develop such rural area by arranging economic, social and physical opportunities. In addition to availing the benefits of these clusters, from the economic perspective and to optimize the benefits of the infrastructure system, the mission has aimed to create 300 RUBAN clusters in the next 5 years. These clusters will be prepared with the proposed required facilities.
What will it be called as a mission?
From here onwards this mission will be called the National Rurban Mission (NRUM).
What is the RUBbon Cluster?
The ‘Rubarn cluster’ will be a cluster of villages inhabited in Madani and coastal areas with a population of around 25,000 to 50,000, and geographically populated villages in the desert, mountainous or tribal areas with a population of 5,000 to 15,000. As far as practicable, the village’s cluster village will be under the administrative control of the Panchayats and it is under the administrative control of any block / tehsil.

Conclusion: How will the Rurban cluster be developed?
By developing the training related to economic activities, by developing skills and local entrepreneurship and providing necessary infrastructure facilities, these RUBAN clusters will be prepared. In this mission, 14 desired components have been recommended for an ideal RUBbon cluster.
